MANILA CITY, METRO MANILA— Like the province of Aklan, the busy neighborhood of Pandacan, famous for its oil depots, share the same devotion to the Santo Niño.
Unknown to many, the natives of Pandacan has been celebrating for the last 200 years a festival of colors and sounds known as “Buling-buling.”
