TACURONG CITY, SULTAN KUDARAT—Tacurong received the P3 million in incentive from the P500 million performance challenge fund announced by the Department of Interior and Local Government (DILG) early this year.
Mayor Lina Montilla welcomed the amount as additional budget for the city’s social services projects after it was awarded the “Seal of Good Housekeeping” by DILG in June.
The technical working group of Tacurong implemented the road concreting in Barangay Upper Katungal as the project for the performance challenge fund and completed 40 percent of the project in October.
Under DILG’s guidelines, the city government is required to complete at least 40 percent of the project before receiving the performance challenge fund, said DILG Undersecretary Austere Panadero.
Tacurong is the only city from Mindanao belonging to the fourth to sixth class category that received the award this year. Other awardees for the city category include Alaminos in Pangasinan, Candon in Ilocos Sur, Passi in Iloilo, and Vigan in Ilocos Sur.
The Seal of Good Housekeeping is a mechanism that recognizes LGUs with good performance in internal housekeeping, particularly in the areas of planning, fiscal management, transparency and accountability.
“Fourth to sixth class municipalities are expected to be active in their participation for the performance challenge because an additional P1 million to P3 million in their budget would mean more development funds,” Panadero said.
About 90 percent of the internal revenue allotments (IRA) of most lower-income municipalities are often allocated for salaries alone, leaving fewer funds for development projects.
Tacurong City was evaluated in May, particularly because of its compliance with the Anti-Red Tape Act as well as to the Full Disclosure Policy of the DILG, which mandates LGUs to post their budget spending at websites and bulletin boards accessible to constituents.
