Bill seeks incentives for Pinoy inventors

QUEZON CITY, METRO MANILA – A bill seeking to provide additional incentives for Filipino inventors is being pushed by several congressmen.

House Bill 2038, or the proposed Inventors and Invention Incentives Act, also aims to re-establish the Philippine Inventors Commission (PIC) to serve as accrediting body and provide assistance to Filipino inventors.

Representative Irwin Tieng (BUHAY Partylist) said that having such a law for inventors helps to encourage Filipino scientists and engineers to pursue research and development, with the resulting inventions becoming commercially viable.

Tieng also noted the existence of Republic Act 7459, or the “Inventors and Invention Incentives Act,” which is already being managed by the Technology Application and Promotion Institute (TAPI), a sub-agency of the Department of Science and Technology (DOST).

Tieng stressed that RA 7459 only expanded certain the functions of TAPI. If his HB 2038 is passed, the PIC will conduct accreditation of inventors’ associations. It will also manage the Inventions Development Fund.

The PIC will also provide technical assistance to the inventors in terms of preparing the disclosure of the invention, its description, abstracts, intellectual property claims and other relevant documentations.

These will be used for patent or copyright applications of which the PIC will also provide legal assistance to protect these inventions from both local and foreign infringements.

According to Rep. Mariano Michael Velarde (BUHAY Partylist), co-author of HB 2038, having a commission focused on inventors will help strengthen the country’s competitiveness in field of science and technology.

Having a pool of inventors will also result in having better economic stability as revenues or royalties from Filipino inventions will provide added financial benefits for the country.

TAPI is already one of the most prolific sub-agencies of the DOST as it focuses on a number of technical, legal, and promotional activities for Filipino-made inventions.

Among its programs are the DOST Technology Training Center that provides financial assistance for inventors and entrepreneurs; the Venture Financing Program, and the Small Enterprise Technology Upgrading Program – DOST-Academe Technology-Based Enterprise Development (SETUP-DATBED) Program.
