CEBU CITY, CEBU—The volume of crimes in the province decreased by 14 percent from 5,810 cases during the first eight months of 2010 to 4,970 cases this year.
The rigid enforcement of Cebu’s Police Integrated Patrol System (PIPS) was a major factor in bringing down the number of crimes, said Cebu provincial police director Senior Superintendent Patrocinio Commendador .
The patrol system increased police visibility in crime-prone areas, as well as police rounds through cars, foot patrol and motorcycles.
“Index crimes” are the most crimes committed in the province such as snatching, robbery, hold-up and theft. Meanwhile, non-index crimes are violations of special laws such as illegal drugs, illegal logging and illegal fishing.
To address the issue, Commendador said he had to cluster the different barangays and even towns to maximize the police visibility in 1,203 barangays in Cebu.
“We have already implemented one policeman per barangay with the strategy of clustering these barangays to be visited by the police regularly. We are also in constant coordination with the barangay tanods and officials for them to also complement our efforts in maintaining peace and order in their respective areas,” Commendador said.
Commendador also noted that the Special Weapons and Tactics (SWAT) team and the Regional Special Action Unit (RSAU) are not only confined in the provincial headquarters because one team will be deployed in the City of Carcar in the south and another team in Danao City in the north.
The police unit also activated three-man units in tourist-frequented areas in Malapascua, Sta. Fe and Badian as the Christmas season draws near.
