Many buildings in Leyte need to be earthquake-proof, says DPWH exec

TACLOBAN CITY, LEYTE—Some 61 government offices, schools and buildings here are identified to be vulnerable to earthquake damage, according to a regional officer of the Department of Public Works and Highways (DPWH) said.

“Initial reports showed that 61 of at least 200 public buildings in the region are vulnerable to earthquake occurrences and are in need of immediate repair,” said DPWH regional director Rolando Asis, citing reports from eight of the 12 engineering districts.

Asis is still awaiting engineering reports from the four remaining districts until next month.

Asis added that concerned government offices are aware of this and are awaiting building repair recommendations from DPWH specifically for  buildings with visible cracks on walls and partitions, dilapidated ceilings, displaced roofs and floors, and unstable soil.

Of the 61 structures that need repair, 31 are school buildings, 28 are local government and national government buildings, and two hospitals located in Biliran, Eastern Samar, Southern Leyte, Samar second district, Northern Samar second district, and three districts in Leyte, he added.

Assessment of state-owned buildings in all the engineering districts in the region is ongoing.

This is part of the earthquake preparation program ordered by DPWH top officials following the tremor that hit Haiti in 2010. The same order was reiterated after strong earthquakes devastated New Zealand and Japan, recently.

Schools that require rehabilitation include Jugaban Elementary Schools in Carigara, Alangalang National High School in Alangalang, Babatngon Central School in Babatngon, all in the province of Leyte; Sangahon Elementary School in Malitbog, Tawid Elementary School in Maasin City, Panan-awan Elementary School in Maasin City, Lonoy Elementary School in Maasin City, all in the province of Southern Leyte; and Quinapondan Elementary School and Quinapondan National High School in Quinapondan, Eastern Samar.

Government offices listed as prone to earthquake destruction are the Marcos-type building (municipal annex) in Carigara, Leyte; Tagnipa barangay hall in Maasin City; municipal building of San Juan, Southern Leyte; town hall of Hinunangan, Southern Leyte; municipal building, sangguniang bayan building, fire station, agriculture office, social welfare and development office of Babatngon, Leyte; and the local government unit building, legislative building, police station, postal office, municipal trial court, rural health unit in Tolosa, Leyte.

Also included in the list are several public buildings such as the Naval municipal building, gymnasium, commercial building in Naval, Biliran; municipal health center, police station, and community hospital in Quinapondan, Eastern Samar; multi-purpose center, legislative building, health center, police station in Pambujan, Northern Samar; and municipal hall, health, multi-purpose building in San Roque, Northern Samar.
