MANILA CITY, METRO MANILA–The Commission on Elections (Comelec) prohibited any private individual, incumbent officials, or political candidates to carry firearms and hire armed personnel for the barangay election period of September 25 to November 10, spokesman James Jimenez said.
Comelec has set the barangay and Sangguniang Kabataan (SK) elections to be held on October 25.
In Resolution No. 9028, promulgated September 20, 2010, the Comelec en banc reiterated the need to “strictly enforce” Sections 32 and 33 of Republic Act No. 7166, that states: “During the election period, no person shall bear, carry or transport firearms or other deadly weapons in public places, including any building, street, park, private vehicle or public conveyance, even if licensed to possess or carry the same, unless authorized in writing by the Commission. The issuance of firearms shall be suspended during the election period.”
Only regular members of the Philippine National Police (PNP), the Armed Forces of the Philippines (AFP) and other law enforcement agencies of the government are authorized to carry and possess firearms during the election period, provided they are in their full uniforms and are in the actual performance of their election duties, the provision added.
“Only on-duty members of the PNP, AFP and other government security offices that are assigned as security for candidates who applied for them will be able to carry firearms. If they are not on duty or are not wearing uniform and proper identification, they are still prohibited from carrying firearms,” said Jimenez.
Candidates could file applications with the Comelec to avail of a security personnel. The application must be accompanied with a “threat assessment issued by the AFP or PNP.” A filing fee of P1, 000 shall be charged.
