From mentors to allies, how Aquino describes his Cabinet members

QUEZON CITY, METRO MANILA – A day before his inauguration, incoming president Benigno “Noynoy” Aquino III revealed members of his Cabinet, saying he chose people he can work with who have passed “extensive questioning and are without derogatory reports”.

Florencio “Butch” Abad, Liberal Party spokesman whom Aquino referred to as his “mentor”, will become Budget secretary. “Budget  is the center of all policy decisions. He will assists us in spending judicial funds,” Aquino said.

Alberto Romulo, meanwhile, will stay on as his Foreign Affairs secretary. With his Cabinet men behind him in a jampacked press briefing, Aquino introduced the various men and women that would help him steer the country when he officially becomes Chief Executive on June 30.

Here’s how Aquino described some other members of Cabinet.

On Paquito Ochoa Jr., Executive Secretary: “Both our parents were allies in Liberal Party. He has given me most sound advise in my work as legislator I am confident in his role he is qualified.”

On Cayetano Paderanga Jr., Secretary of National Economic Development Authority. “He will give sound advise on economic considerations.”

On Proceso Alcala, Secretary of Department of Agriculture. “His work is agriculture and one of his innovations is enabling farmers in Quezon district to have centralized budget and increase profits of farmers and also heavily involved in environmental concerns.”

On Gregory Domingo, Secretary of Department of Trade and Industry. “We need an individual to lead the fulfillment of platform, which is job generation, into effective applications.”

On Patricia Liguanan, Chairman of Commission on Higher Education. “She will rectify the government agency tasked to oversee higher education, which seems to have been sleeping on the job. For example, in nursing schools, we have 40 schools with no single passer. She will refocus CHED to serve interest of people, not institutions.”

On Mario Montejo, Secretary of Department of Science and Technology. “A man of numerous titles and he is a person I have known for few decades. He can provide and tap Phivolcs and Pag asa that can evaluate the proposal.”

On Jose Rene Almendras, Secretary of Department of Energy. “With his training in finance…  we want someone not part of the industry not to fall in trap of handling. This is a finance heavy sector and he is best candidate for this.”

On Alberto Lim, Secretary of Department of Tourism.  “He was involved in various business endeavours including setting El Nido and Amanpulo  as tourist spots in Palawan. Tourism is one venue to increase jobs in the country.

Aquino said he will concurrently serve as Department of Interior and Local Government secretary until he finds  someone who can take over the post.  Incoming vice-president Jejomar Binay was earlier reported to be eyeing to become DILG chief.

The former senator also said he would wait for the retirement of  Philippine National Police chief General Jesus Verzosa before naming a replacement. He also revealed that a “Truth Commission” – widely believed to pursue corruption charges against officials under the previous administration – to be headed by Chief Justice Hilario Davide.
