QUEZON CITY, METRO MANILA—To further empower the youth to take part in nation building, the Kabataan party-list is calling on Senate not to abolish Sangguniang Kabataan (SK) in barangays nationwide.
Noting perceptions that SK officials are only around organizing sports activities during summer, Kabataan party-list nominee Mark Louie Aquino says SK officials give a “youth” perspective on barangay ordinances.
A barangay is the smallest unit of government in the Philippines.
“Instead of abolishing the SK, why not widen their role by letting them also help in ordinances in their local areas. This thing has to be discussed with the local officials as well and Kabataan and the SK National Federation are already communicating this matter,” says Aquino.
Aquino says they go personally to the barangays and conduct leadership seminars to assist SK officials to perform their duties. He said they are pushing for a Katipunan ng Kabataan, a body where committee heads will be assigned so that all aspects aside from sports can be given attention.
The group is taking advantage of online social networking sites to further promote its advocacies although Aquino says meeting youth groups personally remains more effective.
“We have Facebook, Twitter and Multiply but those who have shared their support physically gave us a more solid support though we consider social networking sites as a good back-up to reach a larger audience,” he says.
As a locally based youth organization, he says SKs can be effective in promoting advocacies such as the prevention of teenage pregnancies and raising awareness on the ill-effects of smoking.
“We would like to address these issues but then again, these issues happen because most of the youth lack knowledge or proper information. With proper education, these things could have been prevented,” he says.

I hope the Department of Budget & Management would tap the youth sector in monitoring proper disbursements of funds by LGUs including barangays. They could monitor LGUs disbursements using the Philippine Electronic Government Procurement System. Non-registration & use of Philgeps by LGUs is a violation of RA 9184. The youth sector should check if their barangay has complied with RA 9184. I advise DBM to conduct seminars about Philgeps in different schools in Metro Manila & the provinces. This would promote transparency, accountability, good governance & hopefully stop corruption in government. Not only the youth sector but even the senior citizens should monitor public disbursements.
