MAKATI CITY, METRO MANILA — Political analyst Edmund Tayao says Senator Benigno “Noynoy” Aquino III should conduct himself “competently” amid controversies involving him and newly appointed Supreme Court Chief Justice Renato Corona.
Bloggers have reacted to Aquino’s earlier pronouncements that he would rather take his oath of office before a barangay captain than Corona, who was appointed by outgoing president Gloria Macapagal-Arroyo.
Tayao also noted the possibility of Arroyo, who was elected Pampanga representative, becoming Lower House speaker. Sen. Manny Villar, who ran for president, is also reportedly eyeing the Senate presidency.
“I hope that the president-apparent would be able to conduct himself competently with all these possibilities,” says Tayao, who also sits as head of the Local Government Development Foundation.
Tayao says there is no law strictly requiring the president take his oath of office before the Chief Justice, although this is already a tradition for past presidents.
“The president-apparent is going to depart from the tradition if he pushes through with this pronouncement. Probably, this is also a political statement on his part that he wants to show that he was sworn in by a common or lowest public official of the land,” he says.
Aquino’s pronouncement is widely believed to be a sign of protest against Corona’s appointment. “It just so happened that Justice Corona was at the right place at the right time that he became a Chief Justice,” says Tayao, noting that Corona cannot be faulted for accepting Arroyo’s appointment.
In the Senate, Tayao believes the numbers favor Villar. “But this will test his ability as a leader in terms of how he is able to work with the Senate that is not necessarily friendly to him. It will depend on his political prowess,” he says.
