Jalaur River project to irrigate Iloilo rice fields

ILOILO CITY, ILOILO – The approval of the second development phase of Jalaur River Multi-Purpose Project is set to improve irrigation in rice farms here.

Dubbed as the first large-scale water reservoir outside Luzon, the Jalaur dam project will have a 6.6 megawatts, or two units of a 3.3-megawatt per hour turbine, installed at the site with a 81-kilometer high line canal.

The project main features include three dams, namely the Jalaur Reservoir, the Afterbay and the Alibunan Catch Dam, said Xenia Socorro Jamero, National Irrigation Administration (NIA) information officer.

Generally, the project will help sustain the region’s rice self-sufficiency and increase the country’s annual rice production target of 7.6 percent.

Once the project is established, it will provide a year-round irrigation for increased agricultural production to about 22,340 hectares of the five existing irrigation systems and about 9,500 hectares of rain-fed areas, said NIA Western Visayas Director Engr. Gerardo Corsiga.

During the five-year construction period, the project will generate 17,000 jobs or P1.3 billion in basic wages per year, in addition to livelihood opportunities for fisheries and tourism.

The JRMP II, endorsed by the Regional Development Council VI to the Investment Coordinating Committee Technical Board a few months ago, will be jointly funded by Korea’s Export-Import Bank’s Economic Development Cooperation Fund and the Philippine government.

The Korea Eximbank will provide P8.95 billion in soft loan with a 50-year maturity and 10-year grace period at an interest rate of 0.15 percent per annum, while the Philippine government will allocate P2.2 billion for the project.

The dam will also increase the supply of potable water for domestic and industrial consumption in the nearby towns, and contribute to flood mitigation.
