Public-private partnerships provide jobs for Balanga residents

BALANGA CITY, BATAAN— The city government of Balanga reported a total of P5.95 billion of investments for 2011 alone by working with its private partners for the construction and upgrade of commercial establishments.

“These economic activities not only uplift the economy in this city but it also give Bataeños opportunities to produce more income and jobs,” Mayor Jose Enrique Garcia III.

The city will also earn P108 million from the newly established Galeria Victoria Mall from its lease payment for the next 25 years, and another P50 million for the construction of a commercial center called Plaza de San Jose.

The latter will link Galeria Victoria, Center Plaza Mall and the new public library.

Mayor Garcia noted that the malls alone could generate over 700 jobs this year and twice as much once the establishments are already fully operational.

The city government also inked a public-private partnership (PPP) agreement to redesign the facade of and expand the local market to give additional lease space for businesses.

In 2011, the city earned P18.2 million in rental income in 2011, up from the P15.5 million posted revenues in 2010 before the renovation, according to the local Economic Enterprise Office.

To make the market more business-friendly, vendors can avail of zero-interest business loan and supply linkage with wholesalers from Manila so they can earn more, added Garcia.

The city government is also promoting the city’s Wetland Natural Park in Barangay Tortugas and birdwatching in the seaside villages of of Tortugas, Puerto Rivas Itaas and Sibacan.

The wetland park includes a center that showcases different bird species in photos and encourages locals to protect their habitat. The park has two separate view decks to allow visitors to watch the birds from the sea.

Data from the annual Asian Waterbird Census conducted by volunteers from the Wild Bird Club of the Philippines showed that the number of migratory birds in the three villages number from 14,000 to more than 18,000.
