QUEZON CITY, METRO MANILA–A lawmaker is pushing for a 30-minute allowance to be granted to all bicycle-riding employees before they are considered late when reporting to work.
House Bill 5335, authored by Pampanga Representative (1st District) Carmelo Lazatin, also encourages the government and the private sector to focus on institutionalizing a program to that would promote the use of bicycles as an alternative mode of transportation.
Lazatin said that the government “lacks a serious program” to promote the use of the bicycle despite its benefits to health, economy, and environment.
Aside from the 30-minute window for employees, the measure also urges employers and business establishments to set up a secure and sufficient parking space for bicycles and bicycle racks following a standard size. The bill covers public markets, malls, stores and restaurants.
Local government units (LGUs) are also mandated to lead the establishment of bicycle lanes on all major thoroughfares around the country. The LGUs are also directed to monitor both public and private establishments and employers if they are complying with the mandate of the measure.
Rules and regulations for violators will be issued by the Department of Interior and Local Government (DILG) and the Department of Labor and Employment (DOLE).
Parking space for bicycles is also one of the requirements if a company wishes to apply for a building permit. Violators from both public and private sector will face suspension and revocation of their business permits.
Earlier this year, Pasay City Representative Emi Calixto-Rubiano also filed House Bill 4785, a measure mandating the municipal engineer in the cities to be responsible for the project development, management and implementation of a bikeways and roadmaps. It also includes the registration of all bicycles operating within the bikeways.
