LGUs should start using ‘green’ buildings, says Filipino architect

MAKATI CITY, METRO MANILA – The concept of “green” or being environment-friendly is being floated around quite heavily among the circles of various industries, from information technology, manufacturing, real estate development and even government.

In the Philippines, local government units or LGUs should be the first to understand what it takes to implement green initiatives, according to architect Miguel Guerrero, managing partner of the Asian Architects and deputy chairman of the Green Architecture Advocacy Philippines (Green AP).

He stressed that LGUs have to be motivated by ensuring that their offices can handle disaster management, apart from just implementing green building initiatives.

Guerrero also noted that LGUs must also be responsible in acquiring topographical and geological information of the land they manage.

This set of information will be basis for urban planning, assigning the areas that are good for commercial and residential development, as well as knowing the possible effects of natural occurrences on property and on the population.

“There should be a concerted effort to share information among agencies so that they could know how to manage their localities,” he said.

However, there reality is that there is no large-scale, concerted effort to becoming environment-friendly especially among local government units where LGU administrators barely grasp the concept.

In fact, there are still no laws related to establishing green building standards in the Philippines. One proposal by 4th District of Pampanga Representative Anna York Bondoc called the Green Building Bill, has yet to be discussed among members of the House of Congress.

Some of the heads of local government units have conducted their own “green” activities. The Department of Interior and Local Government (DILG) has also conducted their own.

As for the private sector, Guerrero stressed that the construction, real estate, and architectural industries are already pushing forward the goals of getting the government to implement directives that would ensure continued implementation of green building technologies.
